In licensing documents and contracts, the term “software” is used to describe Microsoft code that customers install on client devices and server hardware used by the organization, or within VMs (virtual machines) at a service provider such as Microsoft’s own Azure.

On-premises products are considered to be software, while online services are not, except for the code included with an online service subscription that customers must install locally to interface with the online service.
