Qualifying Operating System

A qualifying operating system is a device-based OS license a volume licensing program customer must own to be eligible to purchase Windows client OS-related licenses (through volume licensing) or to be entitled to certain Windows-related use rights. A Windows 10 Pro device-based license included as part of a PC purchase is always considered to be a qualifying OS, but the list may, in some circumstances, include other Windows client OS versions and editions, or the macOS.
