Azure Stack features several usage meters that determine how customers are billed. Because Azure Stack offers a limited range of services compared to Microsoft-hosted Azure, this range of meters is limited, but the number of meters will likely expand in the future.

A base virtual machine (VM) that provides no OS is available in Azure Stack (suitable for free Linux distributions and bring-your-own-license scenarios for software such as Windows Server and SQL Server). VMs that include Windows Server and SQL Server on a pay-as-you-go basis will incur additional per-minute charges above the base VM rate.
