Not all Microsoft 365 security and management services are available with all Microsoft 365 suites.
Entra ID P1, the same tier of Entra ID paid service, is included with all Microsoft 365 suites other than Microsoft 365 E5. It is not included in any Office 365 suites.
Entra ID P2 is included in Microsoft 365 E5, Microsoft 365 E5 Security, or any other suite that includes them.
Entra ID Governance, the newest paid tier of service, is only available standalone and is not included in any Microsoft 365 suites.
Customers should be careful if they do not plan to license all users in the organization for Microsoft 365 E5. Mixing features across a tenancy of Microsoft 365 services can lead to license shortfalls and a significant unexpected expense when an audit occurs. Few Entra ID features perform license compliance enforcement.
