General Rules for All Server Products

The following rules apply to all Microsoft server products—OSs and applications—discussed in this report, unless specifically mentioned otherwise.

General Rule Explanation Exceptions
Server machines that sit on the sidelines, only to be put into production use when another machine fails, still need to be fully licensed. Server machines used solely to increase availability in the face of system failure need to be fully licensed. This includes passive nodes in an active/passive failover cluster. In this scenario, the passive machine does no useful work until it automatically detects that one of the active machines has failed. This rule also applies to “hot spares”—preconfigured machines that are manually placed into service by administrators to temporarily replace a production machine that has failed.
