Three levels of search functionality are available in SharePoint 2013 and two in SharePoint Online.

The basic search level comes with the free SharePoint Foundation. It only enables search of content in a single SharePoint site collection (top-level site).

The standard level of search is available in SharePoint 2013 with a Standard Client Access License (CAL) or with SharePoint Online Plan 1 (which is included in all Office 365 plans that cover SharePoint Online).

Enterprise search is included in SharePoint 2013 with an Enterprise user or device CAL, or premium editions of SharePoint Online. It enables search of a variety of content sources, including SharePoint sites, file servers, and line-of-business applications.
