Microsoft’s position is clear: advanced AI uses more compute, more enterprise context, and more expensive models than a flat fee can absorb. As a result, consumption charges, agents, governance requirements, and supporting services can all create costs outside the user subscription. Organizations must increasingly manage Copilot as a variable-cost platform rather than a fixed-cost software purchase.
