Azure Resource Manager is a software framework that drives the deployment and management of Azure resources, such as VMs, Web Apps, and databases. Resource Manager helps customers organize, govern, and secure resources deployed on Azure.

Azure resources deployed with Resource Manager are contained within resource groups, which are logical collections of resources defined by customers. A resource group should typically contain resources that a customer will deploy, update, and delete as a group because a single management action invoked at the resource group level is applied to all of the resources that the group contains.
For example, a resource group may contain all VMs, virtual networks, databases, Web Apps, and other Azure resources used by an application. Each deployment stage of an application, such as development, testing, and production, could be given its own resource group.
