Office Professional Plus and Office Standard are always licensed on a Per-Device basis.

For local installation and use on an individual’s personal PC or Mac, an Office software license covers any number of local instances on the device. All instances must be of the edition licensed, which means (for example) an Office Standard license is required to run Office Standard editions. However, older supported versions are permitted, so an instance of Office Professional Plus 2016 would be covered by an Office Professional Plus 2019 license.

The single primary user of a licensed PC might also remotely access instances of the Office suite software running on the PC (through Remote Desktop or GoToMyPC, for example).

For server-based desktop scenarios, like virtual desktop infrastructure (VDI), Remote Desktop Services (RDS), or Citrix, any device licensed with Office may be used to access and display Office instances running on a server. As with local instances, remote instances must be the same edition and the same version or an earlier supported version.
