This report is taken from the online Licensing Reference Set, which has recently expanded coverage of the Enterprise Agreement and related contracts.

A Server and Cloud Enrollment (SCE) is used to license selected Server and Tools Products organization-wide. Compared with the likeliest alternative considered (that is, purchasing the same products as Additional Products under a regular Enterprise Enrollment), the SCE’s organization-wide purchase obligation imposes an overlicensing risk, but the contract also offers subscription license options that would otherwise be unavailable, along with the prospect of negotiating better per unit prices.
