Details about a new volume licensing program, the Microsoft Products and Services Agreement (MPSA), were recently made available. In pilot testing since late 2012, MPSA is an evolution of the current Select Plus program and will eventually replace it. Ultimately, MPSA is expected to subsume other programs as well, including the various types of Enterprise Agreement Enrollments, in time becoming an all-encompassing program able to address the needs of most Microsoft commercial, government, and academic customers. Currently MPSA is only partially implemented and likely will not be relevant to most large customers for some time.

MPSA Similar to Select Plus

The MPSA shares many features with Select Plus. For example, both programs

  • Can be used to license most business-related on-premises products
  • Do not expire, so there is no need to periodically sign a new contract
  • Handle purchase transactions the same way, including Software Assurance (SA) payment options and methods used to calculate
