The Windows 8 Hardware Certification Requirements provide a preliminary view of the minimum requirements for a Windows 8 tablet.

The chart shows the minimum requirements for a Windows 8 tablet, taken from the Windows 8 Hardware Certification Requirements—Client and Server Systems, published in Dec. 2011. The minimum requirements do not specify a processor architecture or size (bits). Other requirements, such as power management capabilities, will also have to be met.
