E-mail clients offered by Microsoft vary by the environments they run in, their level of Exchange support, and other ways. Outlook 2013 provides full access to all Exchange features, including the newest ones enabled by Exchange 2013. Outlook Web App (OWA) provides close but not full parity with Outlook. Outlook 2013 RT runs on ARM-based devices, but it does not offer all Outlook functionality.
The Mail Windows Store app is optimized for touch-based use and runs in the Modern user interface of Windows 8 (and later) and Windows RT. It focuses on personal use, while providing access to Exchange accounts. Outlook.com is a free consumer-focused service with a Web-based client; Outlook.com accounts can be accessed with all clients in this list. (Outlook.com accounts can be accessed by any client that supports the ActiveSync or IMAP protocols.)
