  • Power Pages licensing is based on the number of authenticated and anonymous users that access each site.
  • Capacity packs can reduce costs for Power Pages customers who commit to purchasing licenses upfront.
  • Pay-as-you-go billing is available, but it can cost more than twice as much as capacity packs.
  • Some Power Pages licensing is included with Power Apps and Dynamics 365 licenses.

Power Pages allows the creation of certain types of (typically external) Web sites without relying on expensive development team resources by enabling citizen developers (also referred to as makers) to build sites. Sites implemented using Power Pages can access and modify organizational data to simplify common processes that are not addressed by IT-developed or third-party solutions Power Pages licensing is based on the number of authenticated and anonymous users accessing each Power Pages site each month. The primary decision for license purchasing is whether to commit to capacity upfront by purchasing capacity packs or use pay-as-you-go (PAYG) pricing. PAYG costs twice as much or more than using capacity packs, depending on the number of site visitors, but it can be appropriate in some scenarios. The choice of PAYG or capacity packs is mutually exclusive for each Power Platform environment.
