Microsoft has retired several identity components over the past years.

As Microsoft’s hosted identity strategy has begun to center around Azure Active Directory (AAD), Microsoft has discontinued several previously available synchronization tools that provided federation with AAD and third-party identity systems.

Information on the deprecation of previous synchronization tools in favor of AAD Connect is at blogs.technet.com/b/learningittogether/archive/2016/04/18/azure-important-upgrade-dirsync-and-azure-ad-sync-to-azure-ad-connect.aspx.

Information on the move away from Azure Access Control Service is at https://blogs.technet.microsoft.com/ad/2015/02/12/the-future-of-azure-acs-is-azure-active-directory/.
