The Enterprise Mobility Suite (EMS) combines subscription licenses for three hosted services—Azure Active Directory Premium, Microsoft Intune, and Azure Rights Management Services—to manage and protect user identities, devices, applications, and corporate data such as documents. Whether purchased as a suite or separately, the hosted services are licensed under a Per-User subscription model, similar to the various Office 365—branded offerings. Licensing is generally straightforward, except for customers with Enterprise Agreements (EAs). EA customers have several EMS licensing options and may have to engage their Microsoft representatives to make sure they choose the licensing approach most appropriate for their organization.

Per-User Subscription Model

Each individual user of the EMS suite requires an EMS User Subscription License (SL). There is only a single level of subscription, that is, the EMS suite is not segmented into multiple editions. This contrasts with other Microsoft subscription offerings, such as Office 365 suites.
