Office 365 Germany and Power BI Germany became available in Jan. 2017. The data used at rest by these services is stored in German data centers that are managed by a data trustee, T-Systems International GmbH, a subsidiary of Deutsche Telekom and an independent German company. This organization’s role as a data trustee should help protect customer data against certain types of leakage (such as requests by U.S. and other foreign government agencies) and help organizations comply with strict European Union and German government data-protection regulations, although it has not yet been legally tested.
The Office 365 Germany and Power BI Germany services join Azure Germany services, which became available in Sept. 2016 from the German Microsoft data centers. Later this year, Dynamics 365 (Germany) should reach general availability.
