The Operations Management Suite (OMS) bundles Azure hosted services to provide a cheaper alternative to separate subscriptions for managing on-premises and hosted compute resources. The suite may be attractive to customers who want to manage on-premises and Azure computer resources from the Internet, or to those who want to use Azure as part of a backup and disaster recovery plan. OMS includes user subscription System Center add-on licenses for four Azure services hosted by Microsoft: Operational Insights, Backup, Site Recovery, and Automation (including Automation DSC). OMS became available in July 2015, and a discount is offered until June 30, 2016.

OMS is licensed on a per-server basis through an add-on subscription license to a System Center management suite license. There are two editions of the System Center Server management suite: Standard and Datacenter. Both editions have the same technical feature set, and the only difference between them is virtualization rights. For every System Center Standard or Datacenter license owned, customers can purchase a corresponding OMS add-on. Service limits (such as the number of protected virtual machines or the amount of operational data stored) differ depending on whether the customer adds on to the System Center Standard or System Center Datacenter licenses.
