Updated quarterly, Microsoft’s Product Use Rights (PUR) document identifies the rules and restrictions governing product and online service licenses purchased through volume licensing programs. The PUR provides four general categories of product and online services licensing information:
Licensing models. The PUR divides products and online services into 10 different chapters according to licensing model. A licensing model identifies which type of entity or entities gets counted for purposes of licensing (e.g., devices or users), what kinds of license(s) they require, and whether licenses impart perpetual rights or are subscriptions that expire.
License rights and restrictions. For each type of license, the PUR details usage rights, including how many copies may be installed per license, whether an organization may downgrade (deploy an earlier version than the one licensed), how the software may be used with virtual machines, and how licenses may be reassigned among devices or users.
