For Dynamics 365 Finance and Operations, admins will need to use the following three reports and combine the results manually to produce a base report, which can be used to evaluate each user’s actual usage to determine how to optimize licensing requirements.
User License Count Report
The User License Count report provides a list of users grouped by the highest level of licensing required with a section for Team Member, Activity, and Operations. This is a legacy report, held over from the era when organizations had the option to license users with all-encompassing plans, prior to Oct. 2019. Therefore, organizations licensing users on individual applications (the new default) should ignore the Operations totals as they are not relevant. Only the sections on Team Member and Activity (which is for Operations Activity licenses) provide relevant guidance on required totals.
User License Estimator Report
The User License Estimator report provides a list of all users, and the application-specific user licenses that the user needs based on each user’s security roles. This report should be viewed as a rough estimate of requirements, and organizations should not use the total values at the bottom of the report as a final decision, as it has some inherent flaws. The report does not distinguish between Base and Attach license requirements. That means a user who has security roles providing update rights to more than one application will show as requiring a full license for each application. In reality, a user who needs to update rights to more than one application would be assigned a Base license for the most expensive application and a highly discounted Attach license for the other application. Admins will need to export the report and add columns to manually mark when a user needs an Attach license rather than a full Base license. (Importantly, this report does not provide details on Team Member or Operations Activity user licensing, so it must be manually joined with the User License Count report.)
