Key Points

The chart highlights several key points:

  • Content hosted on Pro and Fabric F2-F32 deployments (top) can be accessed only by users with a Pro or Premium Per-User User SL

  • The Premium Per-User platform (middle) is the most restrictive platform, requiring all users accessing content hosted there to have a Premium Per-User User SL

  • The other platforms (Fabric F64 and higher, Power BI Premium EM, Azure Power BI Embedded, and Power BI Report Server) allow content consumers without a User SL to access content, but creators must have a User SL for either Pro or Premium Per-User.

Power BI User Licensing

Power BI user licensing is determined by two factors: whether the user is a creator or consumer of content, and where the content is hosted:

Creators, such as report authors and data specialists, build and share content. Creators always need a User SL, either a Power BI Premium Per-User or Power BI Pro User SL.
