Microsoft has quietly relented and added Power BI Report Server dual-use rights for high-end Fabric deployments, a right the company originally stated was not compatible with Fabric. Adding the right to Fabric is a benefit for existing Power BI Premium P customers who use dual-use rights to cover the licensing for Power BI cloud and on-premises deployments with a single Premium P subscription. Without the change, those customers would have faced a significant cost increase when they moved from Power BI to Fabric after Dec. 2024. Dual-use rights are only available for high-end Fabric deployments licensed using capacity reservations, which requires an annual commitment.
