Two tiers of Project Plan subscriptions are available for Planner, with increasing capabilities and costs at higher tiers. This illustration summarizes the available tiers and the capabilities included with each.

Planner Plan 1 (previously named Project Plan 1) enables creation and sharing of premium plans, with more advanced features requiring Project Plan 3. Premium plans leverage former Project for the Web capabilities, which are now integrated into Planner. Plan 1 also includes a Project Server User CAL for accessing on-premises Project Server, users with Microsoft 365 Copilot licenses also have access to a Planner Agent integrated into Planner.

Planner and Project Plan 3 (previously named Project Plan 3) includes all features in Planner Plan 1 and adds more in-depth capabilities for premium plans, including advanced dependencies (Finish-to-Finish, Start-to-Start, and Start-to-Finish), critical path views, a task history, and more. It also includes rights to use the Project Desktop application, which has features equivalent to Project Professional.
